About HBMeU

Hamdan Bin Mohamed e-University (HBMeU) was officially launched on February 1, 2009 by His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, the Crown Prince of Dubai. It traces its origin to the e-TQM College that was initially inaugurated on September 30, 2002 as the only institution with an e-learning platform in the UAE. The establishment of the e-TQM College under the auspices of Dubai Police then came as a strategic initiative to encourage the interest, uptake and application of TQM thinking in the Arab world through innovative, affordable and accessible means. The college provided learning opportunities to all those individuals aspiring to specialize in quality management and to those associated with its implementation and management in various sectors of the economy.

Inspired by the strategic directions of the government of Dubai, this innovative higher education project was conceived, crafted and implemented by Dr. Mansoor Al-Awar, the Chancellor of HBMeU, as a passionate response to the hopes and aspirations of people who needed modern education. He has argued with emphasis that e-learning is futuristic and can have an astonishing impact on the socio-economic development of countries of the region. He connected thought leadership to a shifting paradigm of higher education by articulating that e-learning can play a catalytic role in alleviating illiteracy in the Arab world .

As the Internet took hold and the role of information and communications technology (ICT) became pivotal, the case for an e-learning institution in the UAE gained currency. The potential of ICTs to improve literacy, provide a more flexible approach to learning, and enhance socio-economic welfare in a large number of countries also lent support to the innovative idea of establishing an e-learning institution in the UAE to serve the cause of higher learning in the entire Arab world.

The coming into being of HBMeU through the transformation of e-TQM College set up under the auspices of Dubai Police in 2002 into a fully-fledged e-learning university in 2009 is remarkable in many ways: First, its pioneering vision has paved the way for the Ministry of Higher Education and Scientific Research (MOHESR), UAE to design Standards for accreditation for an e-learning institution; second, it has been able successfully to integrate all its innovations related particularly to curricula design and delivery mechanisms into all its academic and professional programs; third, it has moved with the time and kept pace with advances in e-learning pedagogies and technologies; fourth, it has been successful in creating global networks anchored in quality and excellence to gain credibility and international recognition; fifth, it has kept its focus and responded to the needs of the market in terms of programs and courses offered; sixth, it has brought research to the center stage of its core activities; seventh, it has designed a life-long learning model in line with the aspirations of the Arab world; eighth it has continued to embed the culture of TQM and excellence in all of its practices and operations and finally, it has brought a paradigm shift in higher education by designing learner-centric solutions in its strategy.
